In measuring the terminal block outline you did not subtract the 4.2 side dimension from the overall 7.6 dimension. Thus offset for the lower horizontal side i only 3.4.

Since the drawing is in millimeter, wouldn’t switching to millimeter units make drawing the footprint easier and more accutate?

Yes, it’s almost always better to switch to mm while drawing footprints. I believe it’s on me to not have switched to mm for layout as well, that’s something I need to get better at.
